How TTI Supported work in Kenya may Trigger Commitment to Open Government at Sub-national level?

Kenya’s commitment to an open and transparent government is not in doubt. First, from a legal perspective, the three pillars: openness, accountability and participation that are a cornerstone of good governance are well captured in the Constitution. In particular, Article 35 of the Constitution guarantees every citizen the right to access any information held by the state. It goes further to also note that every citizen has a right to access information held by another person, if required for the exercise or protection of any right or fundamental freedom. In fact, the Access to Information Act 2016, gives effect to this constitutional provision. Simply put, all public entities are obligated to publish and publicize any important information affecting the National Government and the County Governments.
