Therefore, creation of employment has had a deservedly high priority in policy dicourses by policy makers, academia and other Kenyan professionals. And yet in spite of comparatively higher rates of growth for four consecutive years starting in 2003, formal employment rates barely improved.

Tariff Binding Commitments Under NAMA Negotiations
The paper explores the extent to which ongoing Doha negotiations, in particular the binding proposal, will affect the implementation of the already set EAC CET rates on all products other than agricultural, considering that the EAC Partner states are treated differently in terms of levels of commitments at the WTO. In assessing these implications, the paper also explores the market opportunities that may emerge in the process of concession trading, to either justify the commitments to be made or influence the strategic positions to be taken by EAC Partner States in other aspects of the negotiations.

'The Kenyan Divides' Perception Study (Volume 1A)
The study is an investigation of people's perceptions regarding the most evident divisions during the post election violence. These divides include but are not limited to the following: religious, ethnic, class/socio-economic divisions, inter-generational, and regional divisions.
This report is the first of a two-part analysis. This document, which is the first, simply presents the basic data collected with minimal commentary. It contains straightforward descriptive statistics without cross tabulations. The initial aim is to kick start the discussion on perceptions.
The second part, which we hope to produce later this year, will examine the data more analytically with the express purpose of trying to find relationships between people's perceptions and their socio-economic background, ethnic and religious identity and region of residence and origin. This is with the aim of establishing what informs those perceptions and what they fundamentally mean.

Preference Erosion Under NAMA:Case Of Kenya
Trade preferences are special tariff advantages accorded by a country,(preference granting country) to another country's (beneficiary's) exports. They aim at helping the beneficiary country to increase its exports and therefore to promote development of that beneficiary country. Traditionally,preferences are granted by developed countries to developing countries, to Least Developed Countries(LDC) as well as by developing countries to other developing countries especially in a preferential or a Regional Trading Arrangement(RTA). It has been estimated that about 50%of trade in manufactures in the world takes place within trade preferences(Braga et.al.,1992).
The impact of preferences will depend on the breadth (i.e. the number of items covered), depth (i.e. reduction in protection),non tariff barriers,and on rules of origin,among other factors.

Parliament's "power of the purse" is a fundamental feature of democracy.The vast majority of democratic constotutions require appropriations and taxation measures to be approved by parliament in order to become effective. However, over time, this has become a fiction in many parliaments as they sign on the dotted line, essentially by approving huge sums of resources to be spent by the Executive without having time to scrutinise the details. The Executive on the other hand have found a comfort zone as they pride in the voluminous budget documents with complicated structures which they are often aware that parliament do not have capacity to analyse.

Implications of an EPA for Kenya's Agricultural Market Access in the European Union
This research evaluates implications of agricultural market access with the EU under EPAs as well as the possible compensation mechanisms should there be losses from the EPA. Tax Revenue Performance in Kenya
This study reviews tax revenue performance, as well as tax design and administration changes during the period 1996-2005 in order to identify priorities for further tax reform. Empirical analysis reveals the adverse effect of inflation on tax revenues. The research finds the tax structure less buoyant and possibly inelastic although indirect taxes and not direct taxes hold the capacity to improve the flexibility of the tax system. This study concludes that further tax reforms are needed as you will see in the study.

This research discusses Public Private Partnerships (PPPs) which is a form of cooperation between the state and the private for profit and private not for profit sector. The different public and private actors jointly participate in defining the objectives, the methods and the implementation of an agreement of cooperation. The government must overcome a number of challenges in implementing PPPs. This is a report of a training workshop organized by the Institute of Economic Affairs (IEA) and Abantu for Development on Budget Analysis, Monitoring and Impact Assessment held between September 4th and 8th 2005 at the Great Rift Valley Lodge Naivasha. The aim of the workshop was to impart skills on how to analyse, monitor and assess budgets from a gender perspective. This necessitated a discussion and understanding of gender concepts, contemporary budgeting processes and practices. There was also an exploration of the range of methodologies and tools currently in use to analyse national budgets from a gender perspective and the tools of monitoring and impact assessment of budgets.

Trade Facilitation: Issues For Kenya
Ministers from WTO member-countries decided at the 1996 Singapore Ministerial conference to set up three new working groups: on trade and investment, on competition policy, and on transparency in government procurement. They also instructed the WTO Goods Council to look at possible ways of simplifying trade
procedures, an issue sometimes known as trade facilitation. Because the Singapore conference kicked off work in these four subjects, they are sometimes called the Singapore issues. The 2003 Cancun Ministerial Conference ended abruptly without consensus on any of the items on its agenda and amidst bitter divisions over
the launch of negotiations on the Singapore issues and over agriculture.
