Citizen Alternative Budget 2010
The Institute of Economic Affairs' Alternative Budget 2010-11 was compiled in response to treasury's invitation to the public to make policy submissions for consideration during the 2010-11 national budget and also seeks to influence Government decisions as well as help civil society develop viable alternatives to Government policy.

Alternative Budget 2008-9
The Institute of Economic Affairs' alternative budget 2008-9 presents alternative choices to the government so that policy makers can make policy priorities. This alternative budget draws upon some of the issues and concerns raised by sector stakeholders during the Institute's annual pre-budget hearings that took place on 26th and 27th February 2008 and others who sent in written budget proposals. It also seeks to act as an instrument to influence government decisions and help civil society develop viable alternatives to government policy.

Alternative Budget: 2007-8
The Institute of Economic Affairs (IEA) is a civic forum that seeks to promote open and informed debates on public policy issues. Since 1999, IEA has been organising pre-budget hearings to solicit budget proposals from the public. This year, the pre-budget hearings took place on 15th and 16th of February 2007. Based on the issues raised at the hearings and in consultation with sector stakeholders, we have compiled a Citizens’ Alternative Budget. This document is an attempt to capture the various concerns raised and suggest ways in which they can be addressed.

Alternative Budget 2004-5
The budget as currently presented is complex, voluminous and abrupt for
appraisal purposes. These three attributes of its dissemination render the process
of informed analysis difficult. It has now been realized that in order to evaluate
the budget from a policy position its presentation must give adequate time for
policy makers to conduct better reviews. Secondly it must be structured in a
format that lends itself to easier analysis.

Alternative Budget: 2006-7
Kenyas development goals are embodied in The Economic Recovery Strategy for Wealth and Employment Creation (ERSWEC) 2003-2007. The ERSWEC as it states aims for recovery of the economy to achieve wealth and employment creation and was developed at a time when Kenyas economic growth was declining. The strategy to create wealth and employment hinges on the existence of macroeconomic stability, strong governance
Institutions, rehabilitation and expansion of physical infrastructure, and investment in human capital of the poor. To this end, the government has introduced an investment programme (the IP-ERSWEC), which acts as a work plan to guide implementation of the strategy.

Alternative Budget 2005-6
Kenya has undergone a number of positive changes since the market liberalisation reforms that took place in the 1990s. As a result our market is more open and competitive than it was fifteen years ago. However Kenya still has a way to go towards achieving the sort of economy that creates more wealth and employment as is the national goal.
