The school of innovation economics is on the rise particularly in the
developed and fast developing economies. It places a premium not on
the traditional factors of production, or on the primacy of Government
investment or control of the political economy, but on new ideas, innovations
and technologies. It also focuses on efficient ways of commercializing
innovations and institutions. The constitutional and legal implications point to
the need for a critical balance among individual autonomy and cultural
freedom; the market and government regulation.

However expressed (majimbo, federalism,
decentralisation, devolution, administrative
decentralisation), the debate that is raging is about the
disaggregating and dispersal of powers from the centre
to the regions. The question is no longer whether to discentralise
but, rather, what form should it take and what
role, if any, should identity play in determining the
form.
