 This Appropriations Guide will analyse the 2002/2003 spending proposals for the first 10 votes slated for debate during the 20 days set aside for discussions on the Appropriations Bill by the whole House Committee of Supply. The order of debate on the votes was decided on by the House Business Committee during its sitting on 25th June 2002, while the figure of ten votes is based on the assumption that each expenditure vote will be allotted 2 days of the 20 days reserved for the debate on the Appropriations Bill. The votes analysed include:

Ü Ministry of Agriculture and Rural Development
Ü Ministry of Health
Ü Ministry of Education, Science and Technology
Ü Ministry of Roads and Public Works
Ü Ministry of Tourism and Information
Ü Ministry of Local Government
Ü Ministry of Energy
Ü Ministry of Lands and Settlement and
Ü Ministry of Environment and Natural Resources

On the 13th of June, 2002, Hon. Chris Obure, the Minister for Finance in Kenya, presented the 2002/2003 budget to the National Assembly. Through it, he seeks to raise resources from Kenyans, amounting to Ksh. 218.9bn, complement it with grants and domestic debt to meet expenditures totaling Ksh. 324bn on various votes. The Consolidated Fund Services expenses amount to Ksh 110bn. Between now and the end of June, the House will debate the Minister’s Policy Proposals outlined in the speech and his proposed Ways and Means of raising revenue.
