Fiscal decentralisation involves the delegation of spending responsibilities, and some revenue raising powers to sub-national governments. Over time, the concepts of fiscal federalism and fiscal decentralisation have been used interchangeably in

global and local debates. Davey 2003i states that the term “fiscal decentralisation” is currently fashionable and that “fiscal federalism,” is often used as an alternative by American writers.

The 6th World Trade Organisation Ministerial meeting was held in Hong Kong between the 13th and 18th December 2005. In the run up to this meeting the Institute of Economic Affairs held a workshop to ensure that civil society participated and informed the Kenyan position on this meeting.
