Even though the greatest challenge facing the sub-sector remained one of mobilising resources to finance infrastructure development and transformation, major gains were also realised in terms of budget performance. Regionalisation of funding and operations replaced the previous district centred approach. This new approach ensures that resources at the provinces are allocated as may be required across all the districts in a given province.

The economy is projected to grow by 7% in 2007 and hence the estimated fourth quarter growth rate is about 7.7%. Overall volumes of trade in coffee, tea and horticulture rose in the last quarter of 2007 contributing to the estimated quarterly growth rate. Besides the manufacturing, building , transport and communication also registered notable performances.
