The Intergovernmental Relations Bill, 2012 seeks to establish a framework for intergovernmental consultation and cooperation and to provide mechanisms for the resolution of intergovernmental disputes whenever they arise. The bill seeks to create two main institutions to assist with intergovernmental consultation, learning and cooperation.

The Constitution of Kenya (CoK) 2010 establishes government as a devolved government and lays out the objects and principles of devolution. Among the governance values and principles provided in Article 10(2) of the Constitution are:sharing and devolution of power, democracy and participation of the people, inclusiveness and, transparency and accountability.

The Urban Areas and Cities Act, 2011 gives effect to Article 184 of the Constitution of Kenya (CoK) 2010. The Act provides for: the classification, governance and management of urban areas and cities; the criteria for establishing urban areas and; the principle of governance and participation of residents in the governance of urban areas and cities.
