Secure property rights give citizens the confidence to undertake entrepreneurial activity, save their income, and make long-term plans, knowing that their income, savings, and property (both real and intellectual) are safe from unfair expropriation or theft. The protection of private property requires a judicial system that is corruption free, independent, transparent and effective, while also delivering services equitably and without discrimination. The higher the protection of private property, the higher the score on property rights and vice-versa.

The alternative budget contains budget proposals from the public and sector stakeholders who attended the IEA’s annual pre-budget hearings that took place on 4th and 5th February 2014. The proposals submitted were consolidated and synthesized by the IEA in cognizance of the National Treasury notice that all the submissions should take into account measures that will spur economic growth, strengthen devolution, create employment as well as reduce poverty.
