Kakamega County is one of the most populous counties in Kenya. Out of its total population of (1,660, 651), 927,440 are children thereby accounting for 55.85 % of the total county population. It is estimated that 51.82% of the children population are deprived thus providing justification for the need to invest in children programmes.

Children constitute 58% of the total population (855,399) of Turkana. With an estimated child deprivation level of 76% and amongst the highest in Kenya, children in Turkana are one of the most vulnerable segments of the population.

The alternative budget contains budget proposals from the public and private sector stakeholders who attended the IEA annual pre-budget hearings that took place on 28th and 29th January 2015. The proposals submitted were consolidated and synthesized by the IEA according to the various Medium Terms Expenditure Framework (MTEF) sectors largely based on their feasibility, whether they make economic sense and whether they are in line with the national priorities of the government. Furthermore, this alternative budget takes cognizance of the draft budget policy statement 2015/16 as a pre-budget statement that sets the macroeconomic framework through which the government will prepare the forthcoming budget.
