Devolution in Kenya: Prospects, Challenges and the Future

Abstract

Devolution has been advocated for as a political response to the ills plaguing fragile and plural societies. Kenya is one such country and as a result devolution has been proposed in subsequent drafts of the proposed constitution. The debate on the nature and shape of devolution that Kenya should take has been clouded by differing positions which has at times been devoid of facts. While contending that devolution is purely a political choice, there is need to clarify what the implications would be
